1998-05-20 04:00:00 PDT San Francisco — San Francisco police have begun a new investigation into the 10-year-old slaying of one of their own officers — the only unsolved killing of a city cop in modern department history.

The body of vice officer Lester Garnier was found behind the wheel of his 1984 Corvette in a Walnut Creek parking lot on July 11, 1988. He had been shot twice at close range.

San Francisco police are zeroing in on links between Garnier and an infamous Mission District prostitution ring that was allegedly patronized by some of the city’s most influential civic leaders — as well as members of the Police Department.

At this point, police have no firm theory about Garnier’s death. But Garnier helped investigate the brothel, and police say they want to learn more about off-duty contact Garnier may have had with prostitutes from the ring.

“We are going to take this case wherever it leads,” said San Francisco Deputy Police Chief John Willett. “Other people asked why open old

wounds, but my top investigators felt we should do this.”

The investigation was prompted by the recent discovery of a memorandum in a vice unit file suggesting that an unidentified corrupt officer worked in the vice squad about the time Garnier was slain.

The 30-year-old Garnier had served in the Police Department for eight years at the time of his death. He spent the last four years in the vice squad, where he arrested hundreds of prostitutes. He was decorated twice for bravery and was held in high regard by fellow officers and superiors.

Shortly before his death, Garnier was assigned to conduct surveillance on a brothel operating near Mission Dolores. The stakeout was part of a sensitive investigation that led to the indictment of former city Chief Administrative Officer Roger Boas, San Francisco police officer Patrick Miyagishima and six others for patronizing the brothel.

Six other people were indicted for running the operation, including ringleaders Patrick Roberts and Kelly “Sunshine” Loyd.

A new review of police logs shows that Garnier conducted surveillance on the ring’s operation on at least two occasions, and police sources say Garnier probably watched the brothel several more times than were officially documented in department logs.

Investigators are also looking at possible connections between Garnier and Miyagishima, the only San Francisco officer convicted of patronizing the brothel.

In 1980, Garnier served as a reserve officer in Broadmoor Village, a small community encircled by Daly City. Miyagishima had been a Broadmoor reservist eight years earlier, and his patronage of the prostitution ring dated to that time, San Francisco police said in 1988.

At that time, authorities also said they were investigating police bachelor parties in Broadmoor that allegedly were attended by young prostitutes invited by Miyagishima.

William Noonan, then chief of the Broadmoor Police Department, announced that an investigation had found that Loyd was present at two parties in 1982 and 1983 that were attended by cops from Broadmoor and other Bay Area communities.

Miyagishima’s lawyer, William Murphy, said yesterday that while Garnier was a Broadmoor reservist, he reportedly attended a “stag party” given by a Broadmoor police officer in San Francisco’s Ocean View area. Murphy said Miyagishima brought two prostitutes from the brothel to the party.

When Murphy heard later that Garnier had been involved in the stakeout of the brothel, he said, “I was shocked and surprised that he had been staking out the place when he would have known some of the working girls. . . . I said, ‘Wow, someone better look into this stuff.’ ”

Murphy said that after Garnier’s slaying, he and Miyagishima shared the information about Garnier attending the stag party with both San Francisco and Broadmoor police, “but nothing developed. I never understood it, because normally you’d turn the whole town upside down to get the murderer.”

The lawyer could not recall with whom he met with about the case in the San Francisco Police Department, and San Francisco police have been unable to verify his account. Miyagishima could not be reached for comment.

Police also want to learn more about any off-duty ties Garnier may have had with other people in the underworld, including repeated contacts with prostitutes who did not work for the San Francisco prostitution ring.

Miyagishima was fired from the force after pleading guilty to having unlawful sex with a minor. He was given a suspended one- year sentence, 18 months probation and a $1,000 fine.

Boas, who campaigned unsuccessfully for mayor in 1987, pleaded guilty to patronizing the brothel. He was fined $100,000 and performed six months of community service picking up trash in the city.

At the time of the investigation, Police Chief Frank Jordan emphatically denied that Garnier’s slaying had any connection to the prostitution ring. Yesterday, Jordan said he could not recall his denial but assumed it was based on information from subordinates.

Garnier’s slaying was originally investigated by members of the Walnut Creek Police Department. They conducted more than 500 interviews in connection with the case, but came up with no weapon, motive or suspect.

Walnut Creek Police Chief Richard Gregson said yesterday that his department “welcomes the opportunity to work with the San Francisco Police Department.”

“We have extended an offer to be as helpful as we can be,” he said.

In San Francisco, three respected investigators have been assigned to the case. Inspectors Joe Toomey, Jeff Lindberg and Holly Pera plan to interview witnesses again, re-examine physical evidence and review old internal police disciplinary files.

They are interested specifically in Garnier’s activities after he left his Concord home shortly before 9 p.m. on Sunday, July 10, 1988. His car was seen in a Walnut Creek parking lot about 11:30 p.m. Police now believe that Garnier was killed at about that time.

“If someone has any information at all about what Garnier was doing during this period — however insignificant it might seem — please give us a call,” Toomey said.

San Francisco Police Chief Fred Lau stressed that his investigators will be working on a murder “that bothers many of us in the department.”

“I have the utmost confidence that our investigators will leave no stone unturned,” Lau said.

At the same time, newly unsealed indictments show that 12 others, including a San Francisco police officer, also were accused of buying sex from underage girls working out of a brothel near historic Mission Dolores.

Additionally, a San Francisco man, Patrick Dale Roberts, 40, was accused of running the brothel and was jailed in lieu of $500,000 bail.

Dist. Atty. Arlo Smith said several other operators are being sought.

The case has won intense local interest, both for the prominence of rumored investigation targets and because a policeman assigned to the case was shot to death last July. His killer is not known and Smith said his death is “totally unrelated” to the investigation.

In addition to retired Chief Administrative Officer Roger Boas, 67, charges have been filed against Police Officer Patrick Miyagishima, 32. Both surrendered and posted bail.

Smith said three others who were indicted–John Azevedo, 46, and Somen Kai Toy, 49, of San Francisco, and Sanford Allison, 44, of Concord–also surrendered and were released on bail. The eight other suspects will not be identified until they surrender, Smith said.

Boas, a San Francisco car dealer and one-time chairman of the California Democratic Party, was selected by two mayors, George R. Moscone and Dianne Feinstein, to serve for a decade as the city’s second-in-command before running unsuccessfully for mayor himself last fall.

She wore a chest-baring monokini by avant-garde designer Rudi Gernreich – in what was later described as precedent-setting act which cemented her as a major American cultural sex icon of the 1960s.

The swimsuit design, which ‘sent shockwaves across the world,’ has since been ‘faithfully reissued’ and is still available today for $145.

Word soon spread about Carol’s groundbreaking display.
